Is there any local agency that can get a work permit for foreigner?

It should be legal. What I meant is that applying on Company behalf? In Shanghai and Beijing, there are many agents that do this on company behalf because not all companies HR understand the complex structure.

Not any agency , must be someone has certificates/qualifications that is issued by the visa bureau.
